New recruits are punished with extra exercise and face time in the sand at the High Institute for Police Officers in Khalet al Ferjad district on the outskirts of Tripoli. Parts of the facility were damaged by NATO, especially where tanks were stored. I was told it is currently training 250 (only saw 100 during the morning assembly) new officers, mostly former rebel/militia men. It is a six-week program, where they learn applicable laws, how to march, how to behave (obey orders) and in the indoor lecture hall, they received instructions on the mechanics of a Kalishnikov automatic rifle. I was told 2/3 of the trainees are former militia men (in khaki), and 1/3 are civilian (in blue).
