Although it is widely acknowledged that fish stocks are declining due to over-exploitation, programs like this, combined with government-substituted fuel for fishing boats, can only accelerate the decline.
For the past few decades, the small pelagic fishery has been migrating northward about 5° (300NM) every 10 years due to changing sea temperatures and increased fishing pressure.
